Plot outline

After a long time a circus is back in the Tidal Basin region again, and with it, a mysterious phantom appears again: the white clown! He robes banks and businesses, seemingly without method, and vanishes without a trace. Lane and Higgins hunt the mysterious suspect in thick London fog, together with the unlucky journalist Shapiro.
